The Short Version

What a VIN verification is

A VIN verification is a physical inspection that confirms the vehicle identification number on your car matches your title and registration papers. The person doing the inspection records the VIN, make, year and body type on form REG 31. The DMV only accepts a REG 31 completed by an authorized DMV employee, a law enforcement officer or a California-licensed vehicle verifier.

Quick answer

If you are registering a car that was last registered in another state, you almost always need a VIN verification. Bring the car, your out-of-state title (or registration if a lender holds the title) and your ID. The inspection itself takes a few minutes.

When the DMV asks for one

  • Out-of-state vehicles. The most common reason. A REG 31 is part of every out-of-state registration packet, along with the REG 343 application, the last title and registration and, for most gas cars, a smog certificate.
  • Records that do not match. If the VIN on your paperwork has a typo or does not match DMV records, the DMV may ask for a verification before it will process the title.
  • Other DMV requests. The DMV sometimes asks for a REG 31 on other transactions. If your notice or letter mentions a verification, bring it with you and we will tell you exactly what it needs.

Before You Come In

What to bring

  • The vehicle itself. The VIN has to be inspected in person, so the car, truck, motorcycle or trailer must come to the office.
  • Your out-of-state title. If a bank or lender holds the title, bring your current out-of-state registration and the lender’s name and address.
  • Your driver license or ID.
  • A smog certificate if your vehicle needs one. We do not perform smog checks, so get it done at a licensed smog station first. Most gas-powered 1976 and newer vehicles need one when they come from out of state.
  • Proof of California insurance, or come early and we will quote you on the spot.

Heads up on deadlines

California registration fees for a car you brought here are due within 20 days of becoming a resident or taking a job in the state. The DMV advises submitting your application and fees on time even if you are still missing a document, to avoid late penalties. Read our full guide to registering an out-of-state car.

Common Questions

VIN verification questions

Do I need an appointment for a VIN verification?

No. Both Macias Insurance offices accept walk-ins during business hours. Call (209) 523-9100 if you want to confirm a verifier is available before you drive over.

Who is allowed to do a VIN verification in California?

The DMV accepts a REG 31 completed by an authorized DMV employee, a law enforcement officer such as CHP, or a California-licensed vehicle verifier. A verification from a friend, mechanic or another state does not count.

Can you do a VIN verification without the car?

No. The VIN has to be physically inspected on the vehicle. Photos or a copy of the title are not accepted.

How long does a VIN verification take?

The inspection itself usually takes a few minutes. If you also want us to process the registration, plan on a bit longer so we can review your documents and fees.

Do you do smog checks too?

No, we do not perform smog inspections. Get your smog certificate at a licensed smog station, then bring it with you and we will handle the rest of the registration.

Can you insure my car while I am here?

Yes. We are an independent agency working with 30+ carriers, so we can quote and bind California auto insurance during the same visit. You need proof of insurance to register.
