The Basics
What general liability actually covers
General liability — GL, or “CGL” — is the foundational business policy. It covers the harm your business causes to other people and their property in the ordinary course of doing work.
In practice that means three main things. Bodily injury — a customer trips over your extension cord, a passerby is hurt at your job site. Property damage — you put a ladder through a window, a leak from your work damages the floor below. And personal and advertising injury, which covers claims like libel, slander, or copyright issues in your advertising.
There’s a fourth piece people overlook and shouldn’t: legal defense costs. Your insurer pays to defend you against a covered claim even when the claim turns out to be baseless. Defending a meritless lawsuit can cost tens of thousands of dollars, and for a small business that expense alone can be the thing that ends it.
For contractors there’s also completed operations coverage — protection for damage that shows up after you finished and left. That’s the deck that fails a year later, or the plumbing connection that quietly leaks for six months. Many contract requirements specifically ask for it, and it’s one of the things we check on every quote.
Just As Important
What general liability does not cover
This is where business owners get burned, because “general” sounds like “everything.” It isn’t. GL is specifically about third-party injury and property damage. These need separate policies:
✕ Injuries to your own employees.
That’s workers’ compensation, and California requires it if you have even one employee.
✕ Accidents in your work vehicles.
That’s commercial auto — or trucking insurance if you’re hauling for hire.
✕ Your own tools, equipment, and building.
That’s commercial property and inland marine coverage. If your trailer full of tools is stolen overnight, GL does nothing.
✕ Poor workmanship on your own job.
GL may cover damage your faulty work causes to other property, but it generally won’t pay to redo the work itself. Fixing your own mistake is a business cost, not a claim.
✕ Professional advice or design errors.
That’s professional liability, sometimes called errors and omissions. Relevant if you design, consult, or advise as part of what you sell.
Most small businesses end up needing GL plus one or two of the above. Often the cleanest way to buy them is a Business Owner’s Policy (BOP), which packages GL with property coverage at a better price than buying them separately. We’ll tell you when a BOP fits and when it doesn’t.

Very few contractors wake up wanting to buy insurance. What actually happens is a general contractor, property manager, or city permit desk says “send me your certificate” — and suddenly the job is on hold.
A certificate of insurance is a one-page summary proving your coverage exists. It’s not the policy itself — it’s evidence of it. The trap is that most certificates get rejected the first time, not because the coverage is wrong, but because a detail on the form doesn’t match what the contract demanded.
The three things that trip people up:
Additional insured status. Your customer wants to be named on your policy so it protects them too if something goes wrong on their property. This requires an actual endorsement on your policy — not just a name typed into a box. Exact legal entity name matters.
Waiver of subrogation. Commonly required, and it means your insurer gives up the right to come after that party later. It has to be endorsed onto the policy, and it’s frequently missed.
Primary and non-contributory wording. Larger contracts often require that your policy pay first, before the other party’s. Another endorsement, another common rejection.

Pricing
What determines your GL premium
GL is priced mainly on your classification code and your revenue or payroll. Everything else adjusts from there:
✓ What you actually do — roofing prices very differently from painting
✓ Annual revenue and payroll — the main rating basis
✓ Whether you work at height or below grade
✓ Residential vs. commercial work — residential often rates higher
✓ Your claims history
✓ Limits you carry — per occurrence and aggregate
✓ Use of subcontractors and whether you collect COIs from them
Two things worth knowing. First, getting your class code right matters a great deal — a wrong code can overcharge you significantly or, worse, leave you with a claim denied because your actual work wasn’t what the policy described. We ask detailed questions for exactly this reason.
Second, collect certificates from every subcontractor you hire. If you can’t prove your subs carried their own coverage, your carrier will typically treat their payroll as yours at audit — and you’ll get a bill you weren’t expecting. That single habit saves contractors more money than almost any discount.
Most GL policies are auditable — you estimate revenue or payroll up front, and the carrier reconciles at the end of the term. Estimate honestly. Lowballing it feels good in month one and produces an unpleasant audit bill in month thirteen.

How fast can I get a certificate of insurance?
Usually the same day on an active policy, often within the hour if you call early. If you need a new policy first, we can frequently bind coverage and issue the certificate the same day too. Send the contract’s insurance requirements so we get the wording right the first time.
Is general liability required in California?
Not by state law for most businesses, but it’s effectively required in practice — commercial leases, general contractors, property managers, and many municipalities all demand it before you can work. Note that a CSLB contractor license bond is a separate requirement and is not insurance. See our surety bonds page for that distinction.
What limits do I need?
$1,000,000 per occurrence with a $2,000,000 aggregate is the most commonly requested combination, and many contracts specify exactly that. Larger commercial and public work often requires more, sometimes with an umbrella policy on top. Send us the contract and we’ll match it.
Does GL cover my employees if they get hurt?
No. Employee injuries are covered by workers’ compensation, which California requires as soon as you have even one employee. This is the single most common and most expensive misunderstanding we correct.
Does GL cover my tools if they’re stolen?
No. Your own tools and equipment need contractor’s equipment or inland marine coverage. Tool theft out of trucks and trailers is common around here, and it’s usually inexpensive to add. Ask us for a quote with and without it.
What is an additional insured?
It’s a party added to your policy by endorsement so your coverage also protects them for claims arising from your work — typically a general contractor, property owner, or landlord. Getting the exact legal entity name right matters; a mismatch is the most common reason a certificate gets bounced back.
Why did I get a bill after my policy ended?
That’s the premium audit. GL is rated on estimated revenue or payroll, and the carrier reconciles against actual figures at the end of the term. If you did more work than estimated — or used subs you can’t produce certificates for — you owe the difference. Estimating honestly up front prevents the surprise.
